England has declared war, and in Hackney, anti-German feeling is running high. Germans who were neighbours only yesterday have become enemy aliens, and for some, that makes them fair game.
When PC Matthew Stannard finds a German woman hiding in a van after a vicious mob attack, he takes her to the station to be questioned. She appears to be innocent of any wrongdoing and is let go. But as he learns more about her, Matthew believes she should be considered a threat to England's security, and reports his fears to Detective Sergeant Maudsley of Special Branch, hoping he’ll take action.
But Maudsley has no time for a young constable’s suspicions. He’s under pressure to catch the head of a German spy network who has eluded him for months and who, so the whispers go, is planning an attack that could cost thousands of lives.
Matthew, though, is convinced the German woman has a sabotage plan of her own, and he isn’t prepared to ignore his instincts. If he’s going to stop her before she strikes, he’ll have to act alone.
